The High Contresting Parties whoso respective codes
of law do not at present confer adoquate powers for the punishmont of the offences referred to in the preceding Article, undertake
to adopt, or to submit to their respective Legisletured, such measures as may be necessary to ensure that these infrueŝions shall be punished in a manner approriate to their gravity.

of the provisions of Articles 3, 4 and 5 of the present Convention,
import, export or warehouse, or attempt to import, export or
In- warehocas, the products referred to in these Articles. structions in this aence shall be given to the officials and to all other porcone possessing the legal status and authority em- powering them to obtain information which would throw light on
the existence of contraband trade.
Any discoveries of contraband trade, and any indications
pointing to the existence of such trade shall be communicatod,
as circumstances requirom either to the authorities in the plac
of destination or to the diplomatic and consular agente concertad
or to any other competent authorities.
